US state and local governments can get 40% off eligible Claude usage under an expanded agreement announced by the General Services Administration (GSA) on October 27, 2026. GSA says the offer requires no minimum purchase, allowing participating agencies to buy the AI assistant’s services without a minimum order commitment.
Anthropic says tribal and territorial governments are also covered. The agreement spans Claude Enterprise, Claude for Government and the Claude API, which lets agencies connect the models to their own software. This is an agency purchasing offer, not a cheaper personal subscription for government employees.
Direct purchases now, cloud discounts later
According to Anthropic’s announcement, agencies can receive the discount when buying directly now and can also order through GSA’s Multiple Award Schedule, a government contracting route. Discounts through cloud providers are planned for the coming months; Anthropic gives no specific start dates.
GSA’s release lists cloud platforms among the available purchasing routes, but Anthropic’s more specific timing means buyers should not assume the new rate is already active on their cloud accounts. Agencies using Amazon Bedrock or Google Cloud’s Vertex AI should confirm the discount with their provider before including it in a budget.
A usage discount is not a 40% cut to every cost
GSA specifies a discount on token-based usage—the units used to meter what a model processes and generates. That does not establish a matching reduction in seat subscriptions or other fees. Anthropic’s product pricing page lists standard Claude Enterprise billing as a seat charge plus usage; it is not a discounted OneGov quote.
For an illustrative calculation, suppose an unchanged workload costs $1,000 in fully eligible usage and another $500 in costs unaffected by the offer. Taking 40% off the usage reduces it to $600, bringing the total from $1,500 to $1,100—a 26.7% reduction overall. This assumes unchanged models, usage and base rates, with no discount stacking; it is not an agency quote or measured saving.
No minimum purchase also does not necessarily mean payment after use. Anthropic’s Claude for Government billing description specifies prepaid usage bought in fixed increments, with spending caps and no per-seat fee. The new announcements do not explain how those increments fit the offer. Buyers should confirm payment timing and what happens to unused balances.

As of October 27, the public OneGov catalogue still displayed the earlier $1-per-user Claude promotion. Its October 31 expiry should not be treated as the end date of the new agreement: the new announcements do not specify one.
Agencies can contact Anthropic’s public-sector team for a current quote. Ask for written confirmation of your agency’s eligibility, covered products and rates, separate fees, term dates and whether an existing contract needs changing. GSA also directs government buyers to authenticated ordering documents through the OneGov catalogue.
The purchasing route must also fit the agency’s data requirements. Anthropic’s government product guidance distinguishes the products’ security authorizations; a price discount does not change those boundaries. Confirm the approved deployment before moving agency records into it.
